That article is not about colored paper, it is another article about color printers. Halley (UK) posted a description of how properties of the paper may be traced but none of the posts so far support the original statement which was:
"Since envelops, copy, inkjet and laser paper sold commercially in the USA have a hidden code distinguishing the city and state, ..."
