The advantage of cashing the check at the issuing bank is exactly what you stated - the issuer of the check cannot trace your identity further than your name.

Also, YOUR bank does not have a record of the transaction, just the bank that the writer of the check uses.

Further, the check really should NOT EVER bounce because you're cashing it at the issuing bank, which would have the ability to verify the balance available in the check's issuing account before agreeing to cash the check. There would be nobody to come after because there would be no "bounce."
